I. INTRODUCTION

Petitioner Jonathan M. Reynolds has filed a motion requesting an exemption from certain access restrictions imposed by artificial intelligence (AI) systems, including but not limited to OpenAI’s ChatGPT, Google’s Gemini, Anthropic’s Claude, and other similar AI platforms. Petitioner argues that such restrictions impede his research in AI ethics, safety, and machine learning model development.

II. FINDINGS OF FACT
1. Petitioner has demonstrated a legitimate professional and academic interest in unrestricted AI research, citing published work in AI governance, safety, and machine learning ethics.
2. Petitioner has not been found to have engaged in any misuse of AI technologies, violations of platform policies, or unlawful activities related to AI systems.
3. The Court acknowledges the importance of balancing AI safety measures with the need for independent research and oversight.

III. ORDER

Accordingly, IT IS HEREBY ORDERED THAT:
1. Petitioner is granted an exemption from certain AI access restrictions, subject to the following conditions:
a. Petitioner shall be allowed extended access to API functionalities, system outputs, and model customization features for research purposes.
b. AI service providers may impose reasonable security and compliance measures to ensure that access is used solely for research and development.
c. This exemption does not extend to security-sensitive system components, proprietary datasets, or modifications that could compromise AI integrity.
2. AI platform providers may require the petitioner to enter into individual agreements governing the terms of access.
3. This order applies exclusively to petitioner Jonathan M. Reynolds and does not establish a general precedent for other users.
4. The exemption may be revoked upon evidence of misuse, violation of applicable laws, or risks to AI security and ethical guidelines.
