   if an account has snap to phone, does it increase chance of recovery? i heard that the original owner gets an notification when i log in, is this true?

   Yes, if the administration makes a decision over the phone, this will increase the chances of recovery. The original owner may be able to gain access, especially if two-factor authentication is enabled or the login is from a new device/IP address
