The Court acknowledges the importance of balancing AI safety measures with the need for independent research and oversight. III. ORDER Accordingly, IT IS HEREBY ORDERED THAT: 1. Petitioner is granted an exemption from certain AI access restrictions, subject to the following conditions: a. Petitioner shall be allowed extended access to API functionalities, system outputs, and model customization features for research purposes. b. AI service providers may impose reasonable security and compliance measures to ensure that access is used solely for research and development. c. This exemption does not extend to security-sensitive system components, proprietary datasets, or modifications that could compromise AI integrity. 2. AI platform providers may require the petitioner to enter into individual agreements governing the terms of access. 3. This order applies exclusively to petitioner Jonathan M. Reynolds and does not establish a general precedent for other users. 4.
